Qualified Engineering Professionals

Energy: All Surveys for C-PACE eligible measures must be prepared and submitted by a Qualified Engineering Professional who holds at least one of the following certifications or licenses:

  • Certified Building Energy Assessment Professional (BEAP) (offered by ASHRAE)
  • Certified Energy Auditor (CEA) (offered by Association of Energy Engineers (AEE))
  • Certified Energy Manager (CEM) (offered by AEE)
  • Certified High-Performance Building Design Professional (HBDP) (offered by ASHRAE)
  • Certified Measurement and Verification Professional (CMVP) (offered by AEE and Efficiency Valuation Organization)
  • Licensed Professional Engineer (P.E.)
  • Investor Confidence Project (ICP) Quality Assurance Assessor
  • Investor Confidence Project (ICP) Project Developer
  • Certified Passive House Consultant (CPHC)

Stormwater: For those preparing stormwater management surveys, consult with PEA about credentials before proceeding.

IAQ (Indoor Air Quality):  All Surveys for C-PACE eligible measures must be prepared and submitted by a Qualified Engineering Professional who holds at least one of the following certifications or licenses:

  • RESET Air pre-accredited approval; or
  • WELL precertification approval; or
  • Professional designer/engineer with documented expertise in IAQ. Professional qualifications may include:
    • RESET AP
    • WELL AP
    • IAQ Certified Industrial Hygienist (CIH)
    • Professional Engineer (PE)
    • Certified Passive House Consultant (CPHC)
    • Certified Indoor Air Quality Professional (CIAQP)


Resiliency: A Project Survey for a Resiliency Improvement shall be prepared by a Professional Engineer (P.E.) or Architect licensed in the State of Pennsylvania. The Program Administrator recognizes that certain individuals and firms that do not meet these licensing requirements may also be qualified to complete a Project Survey for a Resiliency Improvement. The Program Administrator will consider requests on a case-by-case basis from qualified professionals who are not licensed engineers or architects to provide a Project Survey. 

Firms with official designation from the City of Philadelphia for their minority, woman, or disabled-owned status are noted as follows: DSBE: Disabled Owned Business, DBE: Disadvantaged Business Enterprise, LBE: Philadelphia Local Business Entity, MBE: Minority Business Enterprise, WBE: Women Business Enterprise.
